- Acceptance test for T and W evaluation tests for 30-min forecasts

- Post CSEP status meeting minutes
- David Rhoades submitted ETAS 30-min model that accepts master template file, update CSEP to support it, update model's acceptance test
- John modified results viewer to expose KML maps for M8 evaluation results
- Add new forecasts groups configuration for csep-op to the code base
