New csep-cert server:
Fixed failure for nightly build (John to make build logs visible using URL link)

NZTC:
- Matt sent email that they upgraded their certification server to CSEP V13.4.0, asked how to verify installation
- Logged in to the server and started acceptance tests for the installation

- Committed build rules for TPO model as part of the testing framework
- Setting up 'certification' image to test new models: use latest CSEP V13.4.0
- Changes to GPSDataSource.py to work with CSEP V13.4.0
- Python wrapper for TPO model
