CSEP:
- Request from Max to change colors for T and W tests for 1-day NZ groups:
  - My laptop code base is in a middle of Python 3 port, so could not use it
  - Tried to make changes on csep-cert, matplotlib does not seem to function properly
- Work on migration to upgraded OS and Python 3: all strings are unicode

- Trac ticket #352: Remove RELM R evaluation test from all forecasts groups at SCEC testing center
