UCVM tapering

ucvm_query flags that affects tapering:

Adding taper interpolation to a model.

 -m MODEL,elygtl:taper
    example: -m cvmsi,elygtl:taper

Taper Interpolation floors. default: vs=500m, vp=1700m, density=1700m,

 -L vs,vp,density  
    example,  -L 200,-1,-1
         (only floor the vs to 200)

Z interpolation range. default: zmin =0, zmax = 350

 -z zmin,zmax  
    example, -z 0,200

ucvm_query calls

===> ucvm_query -l 34.0458,-114.4995,0 -f /var/www/html/UCVM_web_sfcvm_mei/web/model/UCVM_TARGET/conf/ucvm.conf -m cvmsi
Using Geo Depth coordinates as default mode.
