- Installed forecast group on csep-op:

- Acceptance tests for Trac #305: Polygon's vertex and side inclusion flags should be used to identify forecast's polygon a target event belongs to:
- matplotlib.nxutils.nppoly() is not including all of polygon vertexes
- Posted a question on matplotlib user group, got a response with recommendation to use shapely since matplotlib functionality is for visualization purposes
- Sent an announcement for the CSEP meeting next week for Tuesday, Feb 5 at 9am
